BIOGRAPHY :
Mr. F. H. Philpott, born in 1897, is a prhate tutor and holds the M.A. degree in engineering from Pembroke College, Oxford. His first teaching appointment was at Dover College, and after setting up a private preparatory school be took up private teaching. Fie has been associated with the Liberals all his life. In the 1914-18 war he served in the R.N.A.S.
