Mr. A. M. Caplin is 42, and an architect who studied town planning at Liverpool University and abroad. Designer of several housing schemes, he is also chairman of a committee of the National Council of Social Services on the social aspects of planning. A Fellow of the Royal Society of Arts, he is vice-chairman of the National Federation of Housing.
