BIOGRAPHY :

Mr. J. Binns, born in 1900, received an elementary and secondary education, and became efficiency engineer, Manchester Corporation electricity department. Afterwards he was chief assistant engineer, I.C.I., and secretary of the I.C.I, engineering committee. He was elected to Greenwich Borough Council, 1932, and became leader of the council, ‘ “43 ; also a member of Metropolitan Borough Standing Joint Committee and a Commissioner of the Public Works Loan Board. In the last Parliament he was Parliamentary private secretary to Mr. Wilmot when Minister of Supply.
