Holland, who comes from Acocks Green, Birmingham, is a member of the central office staff of the West Midlands Area Conservative and Unionist Association, For 16 years he represented Lancashire, Cheshire and Westmorland as labour advisory delegate on the executive committee of the National Union of Conservative and Unionist Associations.
