BIOGRAPHY :

Maj. H. L. Milliard, born at Bangor in 1912, joined the Army in 1938 and was commissioned in the Royal Artillery a year later. An insurance inspector, he formerly played football for Lancashire amateur clubs. He is a member of Leicester City Council, and has been chairman of the political education committee of the Leicestershire Conservative Party.
