BIOGRAPHY :

Mr. F. Blackburn, born in 1903 near Blackburn, and a teacher for 27 years, is languages master at North Manchester High School. For nine years he has served on Middleton (Lancashire) Town Council, and for four years has been chairman of the education committee. A former chairman of the Labour and Fabian Societies at Middleton, he has published books on local government reform.
