Mr. J. W. F. Hill, a native of Lincoln, aged 50, and a bachelor, is a solicitor. He is an alderman and ex-mayor and leader of the Independent group which is in control of the city council. Among his other offices is that of president of the council of Nottingham University, secretary of Lincoln Engineering Society, and chairman of governors of Lincoln school.
