BIOGRAPHY :

Mr. L, Tolley, who was born in 1888, entered Parliament in 1945. An engineer, he was educated at an elementary school, and joined the Labour Party in 1917. Mayor of Kidderminster 1942-43, he has been 26 years a member of the town council, besides serving as president of the national savings, food control, and civil defence committees.
