BIOGRAPHY :
Mr. S. Smart, aged 49, and a catering contractor in Liverpool, served through the 1914-18 war with the Royal Artillery, which he had joined as a trumpeter at the age of 15. In the second world war he was chief welfare officer for the Ministry of Aircraft Production and assistant labour officer for the Air Ministry. He was elected to the Liverpool City Council in 1947 and is a member of its children committee, and has been election agent in the Edge Hill division of Liverpool.
