BIOGRAPHY :

Mr. P. Buchan-Hepburn, who represented the East Toxteth division of Liverpool from 1931, was Conservative Chief Whip in the late Parliament. In 1939 he was appointed an Assistant Government Whip and soon afterwards a Lord Commissioner of the Treasury. During the war he joined the 11th City of London Yeomanry and became a brigade major. Born in 1901, he was educated at Harrow and Cambridge.
