Mr. F. Bibby is a textile merchant and exporter in Salford, and is 58. Educated at Rochdale Secondary School, he has been associated for 40 years with the Labour movement and for several years was the sole Labour member of Lytham St. Annes Council. n ,,.38 he was chairman of the Labour Party at Wilmslow, where he lives. He is a member °t Manchester Royal Exchange.
